（流动统一公理）：任何稳态或渐近稳定的流动，其运动轨迹在局部坐标系中满足：
(i) 法向扰动有界 — 偏离主流方向的位移、速度分量始终被某个常数控制；
(ii) 切向收敛 — 沿主流方向的速度投影或路径长度趋于光滑收敛（不出现无限振荡或发散）。
该公理不区分直流还是环流，只约束流动的几何形态。
